Yakima Lock Jaw with universal mounts that fit most any style crossbars, round, square, aerodynamic, etc.
This is a stand up style bike mount, very similar to the Raptor Aero, several available, $60 each
No need to remove the front wheel, clamps to 1"- 2 1/8" down tubes, folds flat when not in use.
They are lockable with the addition of SKS lock cores (not included). I have lock cores ( $7.50 each) and keys ($5 each) available.
