Actually, it shows that the first democrat to be moted INTO NY 23 via redistricting was Walter Lynch, in 1945. he came in after Charles Buckley was redistricted TO the 25th district.
Now, I am going to prove you wrong - again, on more than one front.
Using YOUR words - Look at that list. Every single one of the democrats on it was from a redistricting. Not one was elected - you are saying that a Democrat had not won an election in NY 23 sinc the 1800's. You are saying that EVERY Democrat who represented NY 23 was there as a result of redistricting. And you are also saying that any time a Democrat was in an open election in Ny 23 against a Republican, they lost.
So, please explain how Walter Lynch represented Ny 23 for 6 years? His first term as the representative for NY 23 began after he was redistricted in. However, he served two more terms as the representative for NY 23.
Next, let's look at Sidney Asher Fine again. he served as the Representative for NY 23 from 1951 - 1953. It was in 1953 that he was redistricted TO NY 22. Now, While i realize that you seem to have a difficult time grasping certain subtle differences in word definitions, maybe we can help you out a bit.
If someone is redistricted TO NY 23, that means that they were brought in as a result of boundary lines being redrawn.
If they are redistricted FROM NY 23, that means that, as a result of boundary lines being re-drawn again, they no longer live in the district.

Now, what this means is that Mr. Fine was ELECTED to the US House of Representatives from NY 23 in the 1950 elections, and began his term on january 3, 1951. Sometime after that, the districts were redrawn by the NY legislature, and he was no longer a resident of NY 23, and was not eligible to represent them. At that time, Mr. Fine was elected to represent NY 22, which he did until 1959. When he was moved out of NY 23, Isidore Dollinger was redistricted INTO NY 23. Mr. Dollinger had previously been elected to the House from NY 24, beginning in 1949.
So, Mr. Fine was ELECTED to the House from Ny 23 in 1951, and was redistricted OUT of NY23 in 1953. But the FACT is that he WAS elected from NY 23.
