Now, the next Democrat to represent NY23 WAS redistricted in. This happened when what was NY23 became NY25, and NY 22 became NY 23.
That would be Walter Lynch - January 3, 1945 January 3, 1951

if you look under the 'notes' colum, it cites things such as resigned, died, and redistricted in or out.
And you can click on each name for a link to their page, which will tell you if they were elected to NY23.
Now, i am going to use the example of Sidney Asher Fine. He served in House from 1951 - 1956. The first two years of his time in Congress were in the 23 district.. And if you use the 'biosearch' link it CLEARLY states that he was ELECTED to the 82, 83 and 84th Congresses. And since during the 82 Congress, he represented NY 23 (which was his FIRST term, following his ELECTION), he was ELECTED to represent NY 23.
Perhaps before you make a claim, you should do a little research to see if that claim is indeed accurate. This claim was definately not accurate.
