Here is a link to the list of people who have served in the US House of Representatives from what has been known as NY District 23. You said that NO ONE had been elected from that district since the 1800's. Then you tried to qualify it. So, I figured that i would demonstrate your lack of knowledge about BOTh of those sets of circumstances.

NY 23 was created on 3/4/1823, and the district was apportioned from the NY 19th.
After that first election, the next reapportionment of NY 23 was in 1861. During that time, Democrats were elected 7 times in 20 elections. At this time, what was known as NY23 became NY 20. Over the next 150 years (give or take, there have been 16 redistrictings of NY23, bringing it to the present location.
And then we can take a look at the geographic area that currently comprises NY23. Working backwards in cronological order:

redistricted from 23rd district
(They simply renamed each district. )

(wait, they change the name of the 29th to the 24th - which soon becomes the 23rd. And they change the district that the person represents to the 22nd? No wonder you cannot keep up with when a Democrat was elected from a district. In NY, they change the districts almost every election.)
And this goes on and on and on. The number of redistrictings performed by the NY legislature is mindboggling. But the FACT remains that Democrats HAVE been elected from NY23. You can spin it (as you always have, and always will), but facts are facts.
Let's look at one of your 'facts'...
'FACT- NY23 hasn't elected a democrat since 1871 Parts haven't elected a democrat since 1851'
is that so???
Scott Lord Democratic March 4, 1875 March 3, 1877
He did not represent NY 23 as a result of redistricting. He WON AN ELECTION.
He succeeded Willaim lansing, who WAS redistricted in, from NY22, and did not seek re-election.

Now, for the next 28 years, NY 23 was represented by Democrats. And every one of them was redistricted into the district. But each representative WAS a democrat.
So, Slappy, I mean 'America', if your contention is that the GEOGRAPHIC area that is CURRENTLY NY 23 has not elected a Democrat since the 1800's, prove your work. I gave more than enough examples that a Democrat has been elected from that district - multiple times, in fact.
Or, you can just move on and declare 'victory' as you always do.
